Zinnia
A classic Florida plant, Zinnia is a hot plant that lives in the nearly every color you can imagine. You can also find a variety of sizes, as there are dwarf variations for tighter spaces. While drought tolerant, they will need to be regularly watered. Just a great all around plant that you can be creative with.
Beach Verbena
This is an extremely flat plant, that is great for mass planting, and covering the naked ground. The flowers are situated at the top of the plant, and are always visible. On top of that versatility, they are extremely drought tolerant, and will bloom all year long. As you spread the plant out as ground cover, it will grow, covering your space thicker and thicker.
Pansy
Last but certainly not least, a great option for any HOA has to be a Pansy. With so many colors and designs to choose from, you only lose out on drought tolerance. Much more a shade plant, they are great for high end areas of your HOA, such as near your clubhouse or pool, as they are very delicate and beautiful.
